Do you need any permit to run a hand crank trommel recirculating its own water in moving totes? Or using gravity feed in a river or creek into a sluice? In california or Oregon.

California = go for it and good luck Joshua! I don’t go to Oregon, especially nowadays!!!. I have used electric recirculating and stream sluice with no problems, being respectful, environmentally conscious, and low profile. Sounds like you are responsible, you should be fine.

As to Oregon, our state dept of environmental quality requires you have the 700PM permit on hand, but you don't need to send it in or pay a fee. It's more to prove you are familiar with the regs. Can be downloaded and printed from the DEQ website.

Most all waters here allow pans and in water sluices all year.

I haven't been approached about the permit yet, but your mileage may vary
